Philadelphia Small Business Catalyst Fund Empowers Diamond Beauty Cosmetics & Academy Expansion

The Philadelphia Small Business Catalyst Fund has awarded grants to local entrepreneurs, including Danielle McLane of Diamond Beauty Cosmetics & Academy, to scale operations and enhance community impact. This initiative, managed by the city's Department of Commerce, provides up to $50,000 in funding alongside advisory services to growth-oriented small businesses. For the beauty sector, these investments facilitate the transition from boutique retail to in-house manufacturing and specialized vocational training.

Danielle McLane, CEO and executive director of Diamond Beauty Cosmetics & Academy, is utilizing the Philadelphia Small Business Catalyst Fund to transition her West Poplar-based business into a more vertically integrated operation. Originally launched from her kitchen following a career shift from corporate America, the brand gained early traction through unique diamond-shaped packaging and strategic networking at industry events. McLane’s growth was further accelerated by mentorship from high-profile industry figures, including James Vincent of Fenty Beauty and Danessa Myricks, CEO of Danessa Myricks Beauty.

The Catalyst Fund grant has enabled Diamond Beauty to acquire professional lab equipment, allowing the company to move its product formulation and manufacturing entirely in-house. McLane is currently renovating her existing storefront to include a specialized laboratory, a move intended to streamline production and increase service capacity. This capital injection is part of a larger citywide effort that saw $7.1 million invested into 182 businesses during the last fiscal year, aimed at fostering long-term sustainability for local enterprises.

Beyond retail and manufacturing, the funding supports the Diamond Beauty Academy, which provides beauty education and career pathways to underserved youth with a 95 percent graduation rate. The academy integrates technical training in cosmetology with life skills and financial literacy, connecting students with local experts across various crafts. McLane’s long-term vision includes expanding into a flagship location in downtown Philadelphia to create broader economic opportunities and diverse career tracks for city residents.
